The 200.000-euro truncated information where intended to the Council of Europe.Jacqueline de Croÿ - Brussels, June 1, 2007 In November 2001, Childfocus and its "European Centre for the Missing Children and Sexually Exploited", with the help of EEC funding, published the "Childoscope directory". It aimed at giving an overall picture on the fellow-member organisations in Europe, on the basis of information given by them in an "identification form". Fifteen Belgian, Hungarian, Rumanian and English organisations, would have answered, making the same syntax and grammar mistake: - "We have contact with the parents by telephone, Meeting", though the identification form does not suggest any these answers. The Daphne program which financed the copy/paste, will grant its author an extra 200.000-euro, to make a study requested by the Council of Europe, asking the Commission to have a study drawn up on the actual extent of the phenomenon of missing or sexually exploited children; the existence, role and structure of the civil society organisations in the Member States actively supporting their search and the legal issues arising from the involvement of such organisations. Since, Childoscope became a computerized form with check boxes, of which Childfocus has management and decides in all discretion, of which organisation can appear in it. The information given to the Council of Europe remains truncated or false. Four Rumanian organisations had been inscribed without their knowledge, though they did not meet the framework of the study. Childfocus has treated of "tabloid" the most famous of the Rumanian initiatives for the research of missing children, which seems justify that the Council of Europe be kept unaware of its existence: it was eliminated without the least form of trial. Although Italy counts at least fifty civil organisations concerned by the study, the Council of Europe has only been advised of twelve of them, the most famous having been eliminated: Meter, directed by Father Fortunato di Noto, a national hero of the fight against the paedophilia in Italy. Childfocus also assumed to have the right of hiding to the Council of Europe the organisations taking care of the most sensitive files in Belgium: the Zandvoort and Nihoul/Nigeria cases. The email dated April 4, 2007 from Childfocus to the organisation "Troviamo i bambini", shows that the NGO spreads the rumour according to which, the association Werkgroep Morkhoven, who has exposed the Zandvoort case, would invent "assumed conspiracies and networks of paedophiles", whereas an Interpol report shows it counts 90.081 victims. In the same manner, the Foundation Princess of Croÿ, who has exposed the Nihoul/Nigeria case, would just spread a "systematic collection of rumours and assumed scandals", whereas it brings as proof medical certificates showing the traces of tortures on six of their victims. Only Childoscope, "Interactive Directory of Organisations working in the field of missing and sexually exploited children"is accessible on Internet. Since 2004 and in spite of the 200.000-euro paid by the European funds, Childfocus did not succeed to publish the pdf version of the other two part of the study. A sum of 65-euro is required for "Missing and sexually exploited children in the EU. Epidemiological data", and of 22-euro for: "Cooperation between civil society organisations and law enforcement services in the area of missing and sexually exploited children. Possibilities and limits from a European legal perspective." Childoscope being the result of a ordering of the Council of Europe, Childfocus and its partners were obliged to give exact information. The work was intended to be used as a basis for the recommendations for the level of Europe and not for individual promotion of Childfocus. Nothing thus justifies that an unspecified organization was eliminated, especially not those appearing in the national registers. Considering the gravity of the question, the light manner with which it has been treated, and the capital issue for the Council of Europe of being in a position to base its decisions on exact information, is not it a must that it gets a serious report on the questions asked in 2001, added of a studies:
