How
does Childfocus explain that the Romanian forms were filled without
the knoweledge of their signatories? The operation is skilful. The letters
are so long and boring that their reading deadens and not many have
the courrage to read them to the
end, reason for the summaries. People convinced to be superior often
beleive invisible, what we, theinferiors, sometimes manage to see.

of Salvati Copiii. It would be a non governmental
organisation that aims at helping the police who never ask
them to do so, but that may not help the victims because of
their agreement with the police, according to her. They would
be specialists in runaway children, with an identification
service which supposes that they identify runaway children

of Baron Cardon of February 21, 2007
Official answer to the press of Baron Cardon, called the "World
President". He fully supports Gabriella Alexandrescu
by "drowning the fish" with corrigendum on cherry
tails.
In
2001, the organisations were held to fill of a strict identication
form, demanding the written authorisation for the publication
with the signature of the direction and the seal of the organisation.
Childfocus should thus have better arguments than insulting
people to prove that these organisations have well filled
these forms.The Baron assures that all the organisations have
also received a code to correct themselves the data, but after
control, 10% of the e-mail addresses are still incorrect.
The consents of the director of Salvati Copii thus become
even more curious, since besides her organisation and that
of the director who "was not informed", she is herself
unaware that two other organisations had been inscribed. There

you for forwarding this document.
This
article is taken from the website of the Fondation Princesse
de Croÿ and is in itself a summary of an article of the
Romanian Jurnalul National. The Jurnalul National is a "tabloid"
newspaper, which has the ambition of being involved in cases
of missing children, by publishing pictures online.
CORRIGENDUM: The Jurnalul National is author of campaigns,
which enabled to find two children, one missing for eight
years, the other ten years. Its “Copii Disparuti”
action is a European leader in the aspect of efficiency.

The
original article consisted of a large amount of factual mistakes,
of which we briefly highlight the following:
- Of the 5 organisations listed in the article, only 3 are
included in the Childoscope;
CORRIGENDUM: The five organisations were in Childoscope
2001 - 2 are no more in that of 2007.
- Salvati Copii did not receive a large amount of money, but
1000€ for costs related to the work performed;
CORRIGENDUM: Indeed, 1000-euro is not much beside 200.000-euro
to update the site, but too much for forms signed without
the knowledge of the signatories.
- The purpose of the Directory is not to facilitate external
funding;
CORRIGENDUM: The purpose of the directory was to give
an over-view of the European organisations, yet the most
important ones are absent: Werkgroep Morkhoven (Belgium)
- Father Fortunato di Notto (Italy) - Missing from Yonne
(France) - Copii Disparuti (Romania), etc.
- Salvati Copiii has not forwarded the information as described,
but organisations included in the Childoscope filled in a
questionnaire themselve.

CORRIGENDUM: In 2001, the directory was in the Childfocus
site, without possibility of online subscription. The terms
& condition required that an inscription form be signed
by the head of the organisation. Childfocus is thus supposed
to have other arguments than defaming the colleagues.
The
summary of the article is very brief and even more biased
than the original article, already based on factual mistakes.
As such, the title "Child Focus and the EEC Daphne programme
at the Centre of a scandal in Romania" was added by the
Fondation Princesse de Croÿ. No additional echo´s
appeared in the press following the publication of the Jurnalul
National, which contradicts the suggested scandal.
CORRIGENDUM: The summary of the article was the base
of another aspect of the scandal: the huge sums given by
the EEC in the framework of an NGO trust, of which some
has no experience in the domain to unqualified people without
control of service, at the expenses of Europeans. The echoes
of the press (more specially the Belgian) are no reference.
The
Fondation Pincesse de Croÿ is an association developed
around the person of Jacqueline de Croÿ and pretends
to fight all forms of paedophilia. The approach of the Fondation
is rooted on a systematic collection of rumours and assumed
scandals. Objective facts are generally not considered in
the approach. As such, the association has developed a status
of general paranoia, in which respected politicians, police
officers and judges are assumed to conspire world-wide to
protect paedophiles.
CORRIGENDUM: If Childfocus had intervened to help the
pupils of Baron Cardon' step-daughter, the Foundation Princess
of Croÿ would not exist. We will come back to the rumours,
assumed scandals and objective facts, such as the medical
reports showing the traces of torture on these little pupils
and the photographs of the 90.081 Zandvoort victims. The
foundation is just a reporter and very rarely comments its
articles, the readers invited to draw their own conclusions.
The
Fondation Pincesse de Croÿ states on its website to be
an 'Association de fait' with the Werkgroep Morkhoven. The
Belgian Werkgroep Morkhoven is a group of people who pretend
to act against the exploitation of children. They are part
of the "believers" who emerged after the affair
Dutroux, and who pretend to disclose so called conspiracies
and networks of paedophiles. The
co-ordinator of the group, Marcel Vervloesem was himself condemned
for abusing 5 minors as well as for the possession of child pornography.
CORRIGENDUM: The Werkgroep Morkhoven was founded in 1988,
to assist victims of discrimination. The NGO dealt with
health care of prisoners, access to people in wheelchairs
to all the public spaces and isolation cells for children
in psychiatry. This last case has led them in 1992 to the
prostitution network "Temse/Madeira" with 340
victims. They thus were the first to denounce the sexual
exploitation of children, long before the Dutroux case (1996).
CORRIGENDUM: Marcel Vervloesem was accused of paedophilia
within the days following the seizing of the Zandvoort file.
He has been defamed for over eight years, before being admitted
innocent of TEN rapes. The tribunal has retained two rapes,
though written testimonies of former plaintive who assured
having been paid and/or blackmailed to file defamatory complaints.
CORRIGENDUM: He was condemned for having possessed the
Zandvoort file, the time to seize it at the risk
of his life and bring it to justice.
Child
Focus has always insisted on keeping the organisation and
its questionable methodologies at a distance. Child Focus
works only in the interest of children and has as a policy
not to waste any valuable energy on erroneous and sensation
driven articles appearing in tabloids.
CORRIGENDUM: The Princess of Croÿ offered her services
to Childfocus in order to help re-gilding its blazon, with
an aim of serving the Queen who is its president of honour
and in view of turning it into an proper organisation. Baron
Cardon then invited her and blamed Jean-Denis Lejeune, father
of one of the victims of Dutroux responsibility of all Childfocus'
vexations.
He
had assured repair to the former pupils of his step-daughter,
locked following what he called "a serial miscarriage
of justice", assuring Mrs Kloek, director of centre,
would intervene to free them. Two years later, the children
are still locked.

Marcel Vervloesem condemned to five years of prison including
3 firm
TURNHOUT
the correctional court of Turnhout condemned Wednesday Marcel
Vervloesem to five years of prison including three firm. That
which had self-declared himself "paedophile hunter"
was recognized guilty of rapes and indecent assaults on minors
of age as well as possession of pedopornographic material.
Mr. Vervloesem was discharged for the benefit of the doubt
of a certain number of preventions of rape. He already announced
that he was going on appeal.
Marcel
Vervloesem appeared for eight files. The biggest one is related
to the rapes and indecent assaults made on nine minors between
1970 and 1993. He was condemned for 6 facts and was discharged
for 3. The accused was recognized guilty on all the line in
other files. He had in particular abused three minors hardly
two years ago. According to the judge, the declarations of
the victims are credible.
CORRIGENDUM: It is the
Belgian tabloids who called Marcel Vervloesem "the
self-declared paedophile hunter" at the sole end to
harm his reputation, so as to ridicule him, to deny the
courage, perspicacity and perseverance he proved to dismantle
the Zandvoort ring. He was discharged from the nine rapes
1970-1993 and one of the rapes 2005, the boy having acknowledged
to have lied, under the effect of blackmail.
He
was also condemned for intrusion in private life, to have
diffused photographs of children on the site of his association,
Werkgroep-Morkhoven. The site had in addition used photographs
of children for the creation of small posters. For these facts,
Marcel Vervloesem bailed out of sentence of a one month of
prison and 550 euros fine.
CORRIGENDUM: The complaint for "intrusion in private
life" and a second complaint for "swindle",
was framed-up by a woman who works for ECPAT, partner of
Childfocus. It acts of the mistress of a man object of an
international warrent of arrest for criminal conspiracy
and slandering, who claims to have a photograph of bottom
of King of the Belgians whereas he would abuse a child,
making believe in the possibility of comparative analysis
of buttocks.
Marcel
Vervloesem has been condemned for intruding in the private
life of a child murdered seventeen years earlier, because
her father has identified her on the site of a Dutch association,
without contractual relation with the Wergroep Morkhoven.
He was condemned for "swindle", on the basis of
false identification of this same woman, proof brought by
the Dutch police force.
He
was condemned for "diffusion of child pronography",
within the framework of a common campaign with the Foundation
Princess of Croÿ, on the basis of a complaint coming
from Childfocus.
"the
facts made by Mr. Vervloesem deserve a severe sentence",
commented the judge. "He carried out the fight against
the pedopornography and the paedophilia whereas he made himself
guilty such facts." Vervloesem animated the group Morkhoven.

CORRIGENDUM: Marcel Vervloesem is assured to be cleared
by the court of appeal, which is not liable to ignore the
medical reports proving he was physically unable to rape,
as well as repetitive violation of European conventions
on human rights and children's rights.
CONCLUSIONS: The detailed description of the organizations, including
both which "would not have been inscribed" in Childoscope
shows three associations inscribed in Childoscope 2001 which are
no more in the Childoscope 2007. "Society for parents and children"
was not mentioned in the article. The two interviewed associations
whereas they are not supposed to be in the Childoscope are "Feed
the Children" and "Stravropoleos Foundation - The St Dimitrie
Care Center". The question remains unanswered: who inscribed
these associations without their knowledge, with striking details
on their procedure?

Dear Madame Kristine Kloeck,
My name is Carmen Preotesoiu. I'm a Romanian journalist on social
issues at a central broadsheet called "Jurnalul National".
On September 2005 the newspaper launched a press campaign concerning
the missing children in Romania. Until then the procedures were
so permissive that the Policemen could start the search of the
missing child even after 48 hours. You can imagine the chances
of those missing children.
In
autumn of 2005 we sent public letters to Romanian authorities,
letters that were signed online by hundreds of readers supporting
our initiative. The result of the campaign: from December 2005
the procedures were changed and Police, theoretically, involves
immediately in finding missing children.
In 2005 we also created a site for those children. You can access
it on: http://copiidisparuti.jurnalul.ro.
With the help of people who access the site or read the paper,
we succeeded in finding two boys: one of them was missing for
8 years, the other - for 10 years. These two are the most spectacular
cases solved with the readers' and media help. We presented
in different media the pictures of the children and their personal
description.
Our missing children campaign goes on. We surprisingly discovered
on CHILDSCOPE Directory that in Romania there are 5 organizations,
which claim that they deal the missing children issue too: "Familiy
and Child Protection Foundation-FOC", "Feed the Children
Romania", "Care and relieve for the Young-CRY",
"Stavropoleos Foundation-The Sf. Dimitrie Care Center"
and "Save the Children-Romania" .
They have all presented in detail the activities to help the
missing children. We checked on the field what each of these
NGO's does. None of them have ever done anything regarding the
missing children problem. The boards of the NGO's were surprised
that their organizations appear on
CHILDSCOPE Directory.

Dear Mrs. Preotesoiu,
First of all, let me thank you for your interest in and dedication
for the cause of missing children.
I would like to briefly come back to your e-mail, by first of
all explaining the aim of the Childoscope website. This
website was created with an aim to provide an overview of and
interactive forum for organisations working in the field of
missing and sexually exploited children. It has been
developed with the support of one local NGO per 29 countries
involved, who had as a task to list the organisations working
in the field in their countries. These organisations were all
invited to join the Childoscope website, by filling in a questionnaire
(either a paper version of the questionnaire or the electronic
version available at www.childoscope.net/join now).
Coming back to your specific questions:
1. This data was provided by the organisations themselves (through
the questionnaire).
2. This data has not been verified by Child Focus. As you can
read in the disclaimer that pops up whenever someone accedes
the website for the first time "the authors do not have
control of the information that was made available by the NGO’s
that were consulted. In particular, the authors have not checked
the accuracy and the authenticity of the information produced
by the NGO’s. Therefore, the inclusion of an NGO in this
directory does not constitute any endorsement, approval or recommendation
of that particular NGO." In addition, whenever searching
an organisation, you will come across the following lines: "/The
project leaders did their best to include trustworthy organisations.
However, they are in no way responsible for the actions and
working of any of these organisations. No guarantees can be
given about the quality of the organisations included in the
Directory".
Finally,
I would like to stress that the Childoscope aims to be an open
and inclusive platform, allowing to have an overview of all
existing organisations in Europe, all of course working along
different structures and practices. However, we do regret that
the organisations included did not correctly fill in the requested
information and will contact them to request justifications.
3. The 5 NGOs involved did not receive any funding from Child
Focus for dealing with missing and sexually exploited children.
Only the national co-ordinator received a small fee for inviting
organisations to join the Directory.
4. Regarding the work of Salvati Copiii, I
would advice you to visit their website, which is available
at http://www.salvaticopiii.ro/. From our experiences, I can
inform you that Salvati Copii has been involved, among
other activities, in the organisation of awareness raising campaigns
for the 'International Missing Children's Day', which is commemorated
on 25 May. Salvati Copiii is also an affiliate member of the
European Federation for Missing and Sexually Exploited Children
(www.europeanfederation-children.org).
Finally, I also inform you that in 2006, efforts have been made
to develop a new Romanian centre providing operational support
in cases of missing and sexually exploited children.

The
journalists from JN want to point out the following things that
are not true:
1.
The organizations from Romania that are included in the Childoscope
are not doing anything in the field of missing and sexually
abused children.
2. Salvati Copiii Romania is responsible for sending false information
and that Child Focus expressed the regret that the organisations
included did not correctly fill in the requested information
and will contact them to justify(Mrs. Kloeck)
3. For the Childoscope Salvati Copiii received important sums
of European funds. Mrs. Kloeck mentioned a "small fee",
but because it was not exactly mentioned the sum, the journalists
exaggerate.
4. That SCR recognized that it was it's mistake.
5. SCR doesn't know and have no connection with the new established
Centre, organised by Mrs. Geoana and Mrs. Coman. That ICMEC
refused cooperation with Salvati Copiii.
In
order to send a well-elaborate letter to JN we need from you
direct and objective support, as follows:
1+2.
In 2001, Salvati Copiii contacted more active NGOs (15) which
worked in the areas specified by the European project coordinator
and in conformity with the definitions of missing children:
runaway, abducted children, unaccompanied children, lost, injured
and otherwise missing.
11 NGOs filled -in the questionnaires. Salvati Copiii translated
them. They were send to the European coordinator who evaluated
and made a selection. In the end, for Romania there are included
2 NGOs working with missing children: Salvati Copiii and the
CRY association (they were working with street children, children
victims of trafficking, unaccompanied children) and 8 NGOs for
sexually abused children. Everything was in conformity with
the decisions taken in the European group. We have informed
that in Romania there are no NGOs working with lost, injured
or otherwise missing, and it was decided to introduce in the
Chidoscope the organisations with activities in the other areas.
The
journalists referred only at this last category and understood
that missing children means only this.
They accused us that we don't go searching to find these
children, we don't go to their homes to support the families.
In conformity with the partnership agreement with the Romanian
Police, Salvati Copiii intervene when it is asked it's support
from the Police.
Support
asked from Child Focus: Give the details as was decided and
agreed.Give the broader definition and sphere of activity in
the field of missing and sexually abused children. Don't say
that you don't trust the organisations there are included in
Childoscope.
The
journalists referred and interviewed organisations that are
not included in the Childoscope (2 cases) and they have also
one interview with an included NGO, but the person in charge
is new, and not informed about that project developed 5 years
ago.This person was only asked about the last category
included in the definition of missing and sexually abused children.
3.
It was decided by the European coordinator that the costs for
translation and communication to be covered. Salvati Copiii
received 1.000 euros from Child Focus (29.05.2002). We haven't
received other funds or apply to programs at the EU for missing
and sexually abused children.
Support
asked from Child Focus: Mention the exact sum Salvati Copiii
has received and for what purpose.
4.
We have never said that we made a mistake, because all the information
in the Childoscope was correct.
5.
Although I declared that SCR made lobby at the European Federation
for Missing and Sexually Abused Children , directly at the President
level, and succeed to open ways for a specialised centre in
Romania, reproducing Child Focus model and that the Centre will
be operational in the first semester of 2007, the journalists
introduced the declaration of Mrs.Coman stating that the Centre
is already established by Mrs. Geoana. She also invoked the
fact that ICMEC refused to work with Salvati Copiii.
Support
asked for the European Federation, President and Program director
: Describe the state of facts as they were. The initiative came
from Salvati Copiii, the program was described all the time
as a cooperation with the involvement of Salvati Copiii.
Will be excellent if the Federation Board defines a way of cooperation
between Salvati Copiii and ICMEC and we will receive soon.
Please also mention when the Centre was establish (court decision),
where the office is situated and what staff is employed. Also
mention the Board members and level and the sources of the budget.
SCRomania's
Board decided to write to JN and to open a court trial against
the journalist.
Also the Board wants to meet the program Director, Mr. Jan Frans,
in order to discuss and understand why Salvati Copiii's experience
and support for the cause of missing and sexually exploited
children is not valued at all by this program and by the Federation
as a hole.
The next Board meetings are planned as follows: 23-24 February
(Timisoara), 20-21 April (Bucuresti).

Romania", inerente la dubbia destinazione di fondi

fare chiarezza. In primo luogo ha avvertito tutti i Centri
aderenti alla Federazione Europea; in un secondo momento,
ma in modo assolutamente tempestivo, ha chiesto ragguagli
al Segretariato Generale, al fine di comprendere l'intera
dinamica dei fatti svolti. Tale premura è dovuta
alla necessità di trasparenza che deve contraddistinguere
i Centri aderenti, nella speranza che azioni illegittime
non ledano la professionalità e la credibilità

Dear Mrs. Alexandrescu,
Please
find herewith our response to your mail, which can be sent to
Mrs. Preotesoiu.
Referring
to our previous mail sent on 31/01/2006 and without wanting
to be involved in a Romanian dispute on which we have only secondary
information, I wanted to clarify following factual and objective
issues:
1.
The sum received by Salvati Copiii for the involvement in the
Childoscope project was 1000€. This money was necessary
for the costs involved to contact the Romanian organisations,
including the translation of the information.
2.
The concept of “missing children” is broader that
what seems to be understood in the article of Jurnalul Nationlal.
As is clearly indicated in the Childoscope, it includes runaways,
abductions by third person, parental abductions, missing unaccompanied

The activities referred to in the Childoscope are broader than
what seems to be understood by the article of Jurnalul Nationlal.
Possible activities regarding missing children include a whole
range of activities, going from awareness raising to operational
support.

Any organisation listed in the Childoscope has access and control
over the information posted concerning their organisations online.
Each organisation has received, in the course of 2006, a password
and login which allows them to change and update their details.
They can as such change, update or delete any information at
any time.

Following statements which we find in the enclosed translation
of the article of Jurnalul Nationlal are not correct:
- “Save
the Children Romania has sent, on the request of the European
Commission, information about five organisations that are
working hard for missing children” CORRIGENDUM: The methodology for the project was that organisations
were invited to provide information about their own activities,
by filling in a questionnaire (see: http://www.childoscope.net/Questionnaire_Directory_of_civil_society_organisations.pdf).
The organisations listed online have sent this information
to and upon invitation by Save the Children, which has forwarded
to information to Child Focus.
- “Save
the Children, associate member of Child Focus”
CORRIGENDUM: Save the Children is an Associate
member of the European Federation for Missing and Sexually
Exploited Children. Child Focus is a Belgian organisation,
which doesn’t have any members itself.

“…there are no less that 5 NGOs in Romania that
are supposedly dealing with missing children”
CORRIGENDUM: The Childoscope provides information
on two organisations that stated being involved in some way
or another with missing children:
- Ajutor si Grija pentru Tineri (Care and Relief for the Young
- CRY). Responding to the questionnaire, CRY stated performing
following activities: Involvement in awareness raising, Finding
temporary accommodation, Legal advice Financial assistance,
Personal guidance Assistance in contacting official agencies,
After-care.
- Salvati Copiii itself.

“…purpose of this directory was to facilitate access
to external funding”
CORRIGENDUM: The purpose of the Directory is
to allow organisations that somehow or another work in the field
of missing and or sexually exploited children to network and
contact other organisations from their own or other countries
6. Finally, regarding the new Centre established in Bucharest,
the President of the European Federation for Missing and Sexually
Exploited Children and Chairman of the ICMEC Board would like
to specify that the creation of an operational centre for missing
and sexually exploited children in Romania was seen since 2005
as a goal for the European Federation. Salvati Copiii was invited
at an EU US Summit in Buonas in October 2005 at the occasion
of which the President of the European Federation asked Salvati
Copiii how a centre could be developed in Romania. The answer
was that some funding was needed. In the following months, possibilities
for funding were examined by the President of the European Federation
and a task officer was sent to Romania to investigate what support
could be offered. A contact was established with the Romanian
Authorities, the ICMEC Board Member in Romania and the Director
of Salvati Copiii Romania, associated member of the European
Federation. A proposal for an operational centre was developed
under the umbrella of Mrs. Geoana and Mrs. Coman was presented
a co-ordinator for the project. Throughout these developments,
we have insisted on the importance of establishing a good co-operation
between the new Centre and Salvato Copiii.
We
regret that our e-mail of 31/01 was interpreted in a way that
suggests accusations from our side towards Romanian organisations,
which was not our intention at all. Both the Childoscope and
the development of a new centre are constructive efforts which
have been received positively by the actors involved and have
as a sole purpose to help missing and sexually exploited children.
