manoeuvre est habile. Les lettres sont si longues et ennuyeuses
que leur lecture endort et peu ont le courrage de les lire jusqu'au
bout. Les gens persuadés d'être supérieurs
croient invisibles ce que nous, les inférieurs, parvenons
parfois à voir.
La
journaliste commence par présenter une action remarquable
du Jurnalul pour la recherche d'enfants disparus, puis elle
demande à Childfocus des éclaircissements
sur Childoscope. Elle dit que cinq organismes mentionnés
ne s'occupent pas de la recherche effective d'enfants disparus.
Quatre des ONG ignoraient y avoir été inscrites.

mais qui ne peut pas aider les victimes en raison de leur
accord avec la police. Ils seraient spécialistes en
enfants fugueurs, avec un service d'indentification, ce qui
suppose qu'ils identifient des enfants fugueurs mieux que

Résumé: Réponse officielle à la
presse du Baron Cardon, dit le "Président Mondial".
Il soutient pleinement Gabriella Alexandrescu en noyant le
poisson dans des "corrigendum" sur des queues de
cerises.
Le
childoscope 2001 démontre que les organisations étaient
tenues de remplir une formulaireréclamant l'autorisation
écrite pour la publication avec la signature de la
direction et le cachet de l'organisation. Childfocus devrait
donc avoir de meilleurs arguments que d'insulter les gens
pour démontrer que ses formulaires ont bien été
remplis par ceux qui ne s'en souviennent pas. Le "Président
Mondial" assure que tous les inscrits ont reçu
un code pour corriger eux-mêmes les données,
mais contrôle fait, 10% des adresses e-mails sont toujours
incorrectes. Les aveux de la directrice de Salvati Copii deviennent
donc encore plus curieux, puisque outre son organisation et
celle de la directrice qui "n'était pas au courant",
elle ignore elle-même que deux autres organisations
avaient été inscrites et ne donne pas d'explication

auteur de campagnes de sensibilisation ayant permis de retrouver

CORRIGENDUM: En 2001, l’annuaire était
dans le site de Childfocus, sans possibilité d’inscription
en ligne. Le règlement obligeait alors la signature
du formulaire par la direction de l'organisation. Childfocus
est donc supposé avoir d'autres arguments que de
diffamer les confrères.
Le
résumé de l'article est très bref et
encore plus biaisé que l'article original, déjà
basé sur des erreurs effectives. Tel que le titre "Childfocus
et le programme Daphné de la CEE au centre d'un scandale
en Roumanie" a été ajouté par Fondation
Princesse de Croÿ. Aucun écho additionnel n'est
apparu dans la presse après la publication du National
de Jurnalul, ce qui contredit le scandale suggéré.
CORRIGENDUM: Le résumé de l'article était
le fondement d'un autre aspect du scandale: les montants
phénoménaux offerts par la CEE, dans le cadre
d’un cartel d’associations dont certaines sans
expérience en le domaine, sans contrôle. Les
échos de la presse (surtout belge) n'ont rien d'une
référence.
La
Fondation Princesse de Croÿ est une association développée
autour de la personne de Jacqueline de Croÿ et prétend
combattre toutes les formes de pédophilie. L'approche de Fondation est enracinée
sur une collection systématique de rumeurs et de présumés
scandales. Des faits objectifs ne sont pas généralement
considérés dans l'approche. Ainsi, l'association
a développé un état de paranoïa
générale, dans lequel se trouvent de respectés
politiciens, policier et des
juges sont assumés conspirer dans le monde entier à
protéger des pédophiles.
CORRIGENDUM: Si Childfocus était intervenu pour
venir en aide aux élèves de la belle-fille
du baron Cardon, la Fondation Princesse de Croÿ n'existerait
pas. Nous reviendrons sur les rumeurs, scandales assumés
et faits objectifs, tels que les certificats médicaux
relevant les traces de tortures sur ces petits élèves
et les photos des 90.081 victimes de Zandvoort. La fondation
n'est qu'un reporter et ne commente ses articles que très
rarement, les lecteurs invités à tirer leurs
propres conclusions.
La
Fondation Princesse de Croÿ dit sur son site Web être
une 'association de fait' avec le Werkgroep Morkhoven. Le Werkgroep Morkhoven belge est un groupe de personnes qui
prétend agir contre l'exploitation des enfants. Ils
font partie des "croyants" qui ont émergé
après l'affaire Dutroux, et qui feignent révéler
des prétendues conspirations et réseaux des
pédophiles. Le coordinateur du groupe, Marcel Vervloesem
lui-même, a été condamné pour avoir
abusé de 5 mineurs aussi bien que pour la possession
de la pornographie d'enfant.
CORRIGENDUM: Le Werkgroep Morkhoven a été
fondée en 1988, pour assister les victimes de discrimination.
L'ONG s'occupait du droit au soin de santé des prisonniers,
de l'accès des personnes en chaises roulantes dans
tous les lieux publics et les cellules d'isolation pour
enfants en psychiatrie. Cette dernière affaire les
a mené en 1992 à leur premier réseau
de traite d'enfants: Temse/Madeira avec 340 victimes. Ils
étaient donc les premiers à dénoncer
l'exploitation sexuelle d'enfants, longtemps avant l'affaire
Dutroux (1996).
CORRIGENDUM: Marcel Vervloesem a été accusé
de pédophilie dans les jours qui ont suivi la saisie
de cédéroms de Zandvoort. Il a été
diffamé durant plus de huit ans avant d'être
innocenté de DIX viols. Le tribunal a retenu deux
viols, malgré les témoignages écrits
de plaignants qui ont assuré avoir été
payé, soit sous chantage pour porter des plaintes
diffamatoires.
CORRIGENDUM: Il
a été condamné pour avoir possédé les cédéroms de Zandvoort le temps qu'il les saisisse au péril de sa vie et
les remettent à la justice.
Child
Focus a toujours insisté pour garder l'organisation
et ses méthodologies incertaines à distance.
Childfocus ne fonctionne que dans l'intérêt des
enfants et a pour politique pour ne pas gaspiller quelque
énergie valable sur les articles erronés et
à sensation paraissant dans les tabloïds.
CORRIGENDUM: La Princesse de Croÿ a offert ses
services à Childfocus afin de l'aider à lui
redorer son blason, dans le but de servir la Reine qui en
est présidente d'honneur et en faire une organisation
correcte. Le Baron Cardon l'a alors invité et reporta
sur Jean-Denis Lejeune la responsabilité de tous
les déboires de Childfocus.
Il avait assuré réparation aux anciens élèves
de sa belle-fille, enfermés suite à ce qu'il
appela "une série d'erreurs judiciaires",
assurant l'intervention de Mme Kloek, directrice du centre,
pour libérer. Deux ans plus tard, les enfants sont
toujours enfermés.

Vervloesem condamné à cinq ans de prison dont
3 ferme
TURNHOUT
Le tribunal correctionnel de Turnhout a condamné mercredi
Marcel Vervloesem à cinq ans de prison dont trois ferme.
Celui qui s´était autoproclamé "chasseur
de pédophiles" a été reconnu coupable
de viols et d´attentats à la pudeur sur des mineurs
d´âge ainsi que de possession de matériel
pédopornographique. M. Vervloesem a été
acquitté au bénéfice du doute d´un
certain nombre de préventions de viol. Il a déjà
annoncé qu´il interjetterait appel.
Marcel
Vervloesem a comparu pour huit dossiers. Le plus gros concernait
les viols et attentats à la pudeur commis sur neuf
mineurs entre 1970 et 1993. Il a été condamné
pour 6 faits et acquitté pour 3. Le prévenu
a été reconnu coupable sur toute la ligne dans
d´autres dossiers. Il avait notamment abusé de
trois mineurs il y a deux ans à peine. Selon le juge,
les déclarations des victimes sont crédibles.
CORRIGENDUM: Ce sont les tabloïds belges qui ont
appelé Marcel Vervloesem "le chasseur de pédophiles
autoproclamé" à l'unique fin nuire à
sa réputation, de manière à le ridiculiser,
de nier le courage, la perspicacité et la persévérance
qu'il démontré pour démanteler le réseau
Zandvoort. Il a été acquitté des neuf
viols 1970-1993 et d'un des viols 2005, le jeune ayant avoué
avoir menti, sous l'effet d'un chantage.
Il a aussi été condamné pour infractions
à la vie privée, pour avoir diffusé des
photos d´enfants sur le site de son association, le
Werkgroep-Morkhoven. Le site avait par ailleurs utilisé
des photos d´enfants pour la création d´affichettes.
Pour ces faits, Marcel Vervloesem a écopé d´une
peine d´un mois de prison et de 550 euros d´amende.
CORRIGENDUM: La plainte pour infractions à la
vie privée et une deuxième plainte pour "escroquerie",
ont été ourdies par une femme qui travaille
pour ECPAT, partenaire de Childfocus. Il s'agit de la maîtresse
d'un homme objet d'un mandat international pour association
de malfaiteurs et diffamation, qui prétend avoir
une photo du derrière du Roi des Belges alors qu'il
abuserait d'une enfant, faisant croire à la possibilité
d'analyse comparative de fesses.
Marcel
Vervloesem a été condamné pour l'entrave
à la vie privée d'un enfant morte depuis dix-sept
ans, du fait que son père l'a identifié sur
le site d'une association hollandaise, sans relation contractuelle
avec le Werkgroep Morkhoven. Il
a été condamné pour "escroquerie",
sur base d'une fausse identification de cette même
femme, preuve en étant apporté par la police
hollandaise.
Il
a été condamné pour "diffusion
de pornographie d'enfants", dans le cadre d'une campagne
commune avec la Fondation Princesse de Croÿ, sur base
d'une plainte en provenance de Childfocus.
"Les
faits commis par M. Vervloesem méritent une peine sévère",
a commenté le juge. "Il a mené la lutte
contre la pédopornographie et la pédophilie
alors qu´il se rendait lui-même coupable de tels
faits." Vervloesem animait le groupe Morkhoven. (belga)
CORRIGENDUM: Marcel Vervloesem est assuré d’être
innocenté par la cour d'appel, qui n'est pas susceptible
d'ignorer les rapports médicaux le démontrant
physiquement incapable de viol, ainsi que pour violations
répétitives des conventions européennes
des droits de l’homme et de l’enfant.
CONCLUSIONS: La description détaillée des organisations,
en ce compris les deux qui n'auraient "pas été
inscrites" au Childoscope, fait apparaître trois
associations inscrites au Childoscope 2001 et ne le sont plus au
Childoscope
2007. "Society for parents and
children" n'a pas été nommée
dans l'article. On en déduit que les deux associations interviewées
alors qu'elles ne sont pas dans le childoscope sont "Feed
the Children" et "Stravropoleos Foundation -
The St Dimitrie Care Center". La
question reste sans réponse: qui a inscrit ces associations
à leur insu, avec des détails saisissants sur leur
mode opératoires?

Dear Madame Kristine Kloeck,
My name is Carmen Preotesoiu. I'm a Romanian journalist on social
issues at a central broadsheet called "Jurnalul National".
On September 2005 the newspaper launched a press campaign concerning
the missing children in Romania. Until then the procedures were
so permissive that the Policemen could start the search of the
missing child even after 48 hours. You can imagine the chances
of those missing children.
In
autumn of 2005 we sent public letters to Romanian authorities,
letters that were signed online by hundreds of readers supporting
our initiative. The result of the campaign: from December 2005
the procedures were changed and Police, theoretically, involves
immediately in finding missing children.
In 2005 we also created a site for those children. You can access
it on: http://copiidisparuti.jurnalul.ro.
With the help of people who access the site or read the paper,
we succeeded in finding two boys: one of them was missing for
8 years, the other - for 10 years. These two are the most spectacular
cases solved with the readers' and media help. We presented in
different media the pictures of the children and their personal
description.
Our missing children campaign goes on. We surprisingly discovered
on CHILDSCOPE Directory that in Romania there are 5 organizations,
which claim that they deal the missing children issue too: "Familiy
and Child Protection Foundation-FOC", "Feed the Children
Romania", "Care and relieve for the Young-CRY",
"Stavropoleos Foundation-The Sf. Dimitrie Care Center"
and "Save the Children-Romania" .
They have all presented in detail the activities to help the missing
children. We checked on the field what each of these NGO's does.
None of them have ever done anything regarding the missing children
problem. The boards of the NGO's were surprised that their organizations
appear on
CHILDSCOPE Directory.

Dear Mrs. Preotesoiu,
First of all, let me thank you for your interest in and dedication
for the cause of missing children.
I would like to briefly come back to your e-mail, by first of
all explaining the aim of the Childoscope website. This
website was created with an aim to provide an overview of and
interactive forum for organisations working in the field of missing
and sexually exploited children. It has been developed
with the support of one local NGO per 29 countries involved, who
had as a task to list the organisations working in the field in
their countries. These organisations were all invited to join
the Childoscope website, by filling in a questionnaire (either
a paper version of the questionnaire or the electronic version
available at www.childoscope.net/join now).
Coming back to your specific questions:
1. This data was provided by the organisations themselves (through
the questionnaire).
2. This data has not been verified by Child Focus. As you can
read in the disclaimer that pops up whenever someone accedes the
website for the first time "the authors do not have control
of the information that was made available by the NGO’s
that were consulted. In particular, the authors have not checked
the accuracy and the authenticity of the information produced
by the NGO’s. Therefore, the inclusion of an NGO in this
directory does not constitute any endorsement, approval or recommendation
of that particular NGO." In addition, whenever searching
an organisation, you will come across the following lines: "/The
project leaders did their best to include trustworthy organisations.
However, they are in no way responsible for the actions and working
of any of these organisations. No guarantees can be given about
the quality of the organisations included in the Directory".
Finally,
I would like to stress that the Childoscope aims to be an open
and inclusive platform, allowing to have an overview of all existing
organisations in Europe, all of course working along different
structures and practices. However, we do regret that the organisations
included did not correctly fill in the requested information and
will contact them to request justifications.
3. The 5 NGOs involved did not receive any funding from Child
Focus for dealing with missing and sexually exploited children.
Only the national co-ordinator received a small fee for inviting
organisations to join the Directory.
4. Regarding the work of Salvati Copiii, I would
advice you to visit their website, which is available at http://www.salvaticopiii.ro/.
From our experiences, I can inform you that Salvati Copii has been involved, among other activities, in the organisation
of awareness raising campaigns for the 'International Missing
Children's Day', which is commemorated on 25 May. Salvati Copiii
is also an affiliate member of the European Federation for Missing
and Sexually Exploited Children (www.europeanfederation-children.org).
Finally, I also inform you that in 2006, efforts have been made
to develop a new Romanian centre providing operational support
in cases of missing and sexually exploited children.

The
journalists from JN want to point out the following things that
are not true:
1.
The organizations from Romania that are included in the Childoscope
are not doing anything in the field of missing and sexually abused
children.
2. Salvati Copiii Romania is responsible for sending false information
and that Child Focus expressed the regret that the organisations
included did not correctly fill in the requested information and
will contact them to justify(Mrs. Kloeck)
3. For the Childoscope Salvati Copiii received important sums
of European funds. Mrs. Kloeck mentioned a "small fee",
but because it was not exactly mentioned the sum, the journalists
exaggerate.
4. That SCR recognized that it was it's mistake.
5. SCR doesn't know and have no connection with the new established
Centre, organised by Mrs. Geoana and Mrs. Coman. That ICMEC refused
cooperation with Salvati Copiii.
In
order to send a well-elaborate letter to JN we need from you direct
and objective support, as follows:

In 2001, Salvati Copiii contacted more active NGOs (15) which
worked in the areas specified by the European project coordinator
and in conformity with the definitions of missing children: runaway,
abducted children, unaccompanied children, lost, injured and otherwise
missing.
11 NGOs filled -in the questionnaires. Salvati Copiii translated
them. They were send to the European coordinator who evaluated
and made a selection. In the end, for Romania there are included
2 NGOs working with missing children: Salvati Copiii and the CRY
association (they were working with street children, children
victims of trafficking, unaccompanied children) and 8 NGOs for
sexually abused children. Everything was in conformity with the
decisions taken in the European group. We have informed that in
Romania there are no NGOs working with lost, injured or otherwise
missing, and it was decided to introduce in the Chidoscope the
organisations with activities in the other areas.
The
journalists referred only at this last category and understood
that missing children means only this.
They accused us that we don't go searching to find these
children, we don't go to their homes to support the families.
In conformity with the partnership agreement with the Romanian
Police, Salvati Copiii intervene when it is asked it's support
from the Police.
Support
asked from Child Focus: Give the details as was decided and agreed.Give
the broader definition and sphere of activity in the field of
missing and sexually abused children. Don't say that you don't
trust the organisations there are included in Childoscope.
The
journalists referred and interviewed organisations that are not
included in the Childoscope (2 cases) and they have also one interview
with an included NGO, but the person in charge is new, and not
informed about that project developed 5 years ago.This
person was only asked about the last category included in the
definition of missing and sexually abused children.
3.
It was decided by the European coordinator that the costs for
translation and communication to be covered. Salvati Copiii received
1.000 euros from Child Focus (29.05.2002). We haven't received
other funds or apply to programs at the EU for missing and sexually
abused children.
Support
asked from Child Focus: Mention the exact sum Salvati Copiii has
received and for what purpose.
4.
We have never said that we made a mistake, because all the information
in the Childoscope was correct.
5.
Although I declared that SCR made lobby at the European Federation
for Missing and Sexually Abused Children , directly at the President
level, and succeed to open ways for a specialised centre in Romania,
reproducing Child Focus model and that the Centre will be operational
in the first semester of 2007, the journalists introduced the
declaration of Mrs.Coman stating that the Centre is already established
by Mrs. Geoana. She also invoked the fact that ICMEC refused to

: Describe the state of facts as they were. The initiative came
from Salvati Copiii, the program was described all the time as
a cooperation with the involvement of Salvati Copiii.

Please also mention when the Centre was establish (court decision),
where the office is situated and what staff is employed. Also
mention the Board members and level and the sources of the budget.
SCRomania's
Board decided to write to JN and to open a court trial against
the journalist.
Also the Board wants to meet the program Director, Mr. Jan Frans,
in order to discuss and understand why Salvati Copiii's experience
and support for the cause of missing and sexually exploited children
is not valued at all by this program and by the Federation as
a hole.
The next Board meetings are planned as follows: 23-24 February
(Timisoara), 20-21 April (Bucuresti).

chiarezza. In primo luogo ha avvertito tutti i Centri aderenti
alla Federazione Europea; in un secondo momento, ma in modo
assolutamente tempestivo, ha chiesto ragguagli al Segretariato
Generale, al fine di comprendere l'intera dinamica dei fatti
svolti. Tale premura è dovuta alla necessità
di trasparenza che deve contraddistinguere i Centri aderenti,
nella speranza che azioni illegittime non ledano la professionalità
e la credibilità di coloro che vi operano.

Dear Mrs. Alexandrescu,
Please
find herewith our response to your mail, which can be sent to
Mrs. Preotesoiu.
Referring
to our previous mail sent on 31/01/2006 and without wanting to
be involved in a Romanian dispute on which we have only secondary
information, I wanted to clarify following factual and objective
issues:
1.
The sum received by Salvati Copiii for the involvement in the
Childoscope project was 1000€. This money was necessary for
the costs involved to contact the Romanian organisations, including
the translation of the information.
2.
The concept of “missing children” is broader that
what seems to be understood in the article of Jurnalul Nationlal.
As is clearly indicated in the Childoscope, it includes runaways,
abductions by third person, parental abductions, missing unaccompanied
migrant children, and lost injured or otherwise missing children.
3.
The activities referred to in the Childoscope are broader than
what seems to be understood by the article of Jurnalul Nationlal.
Possible activities regarding missing children include a whole
range of activities, going from awareness raising to operational
support.
4.
Any organisation listed in the Childoscope has access and control
over the information posted concerning their organisations online.
Each organisation has received, in the course of 2006, a password
and login which allows them to change and update their details.
They can as such change, update or delete any information at any
time.
5.
Following statements which we find in the enclosed translation
of the article of Jurnalul Nationlal are not correct:
- “Save
the Children Romania has sent, on the request of the European
Commission, information about five organisations that are working
hard for missing children” CORRIGENDUM: The
methodology for the project was that organisations were invited
to provide information about their own activities, by filling
in a questionnaire (see: http://www.childoscope.net/Questionnaire_Directory_of_civil_society_organisations.pdf).
The organisations listed online have sent this information to
and upon invitation by Save the Children, which has forwarded
to information to Child Focus.
- “Save
the Children, associate member of Child Focus”
CORRIGENDUM: Save the Children is an Associate
member of the European Federation for Missing and Sexually Exploited
Children. Child Focus is a Belgian organisation, which doesn’t
have any members itself.
3.
“…there are no less that 5 NGOs in Romania that are
supposedly dealing with missing children”
CORRIGENDUM: The Childoscope provides information
on two organisations that stated being involved in some way or
another with missing children:
- Ajutor si Grija pentru Tineri (Care and Relief for the Young
- CRY). Responding to the questionnaire, CRY stated performing
following activities: Involvement in awareness raising, Finding
temporary accommodation, Legal advice Financial assistance,
Personal guidance Assistance in contacting official agencies,
After-care.
- Salvati Copiii itself.

following activities: contact child family and local protection
services, contact the Police, Legal advice, Financial assistance,

“…purpose of this directory was to facilitate access
to external funding”
CORRIGENDUM: The purpose of the Directory is
to allow organisations that somehow or another work in the field
of missing and or sexually exploited children to network and contact
other organisations from their own or other countries
6. Finally, regarding the new Centre established in Bucharest,
the President of the European Federation for Missing and Sexually
Exploited Children and Chairman of the ICMEC Board would like
to specify that the creation of an operational centre for missing
and sexually exploited children in Romania was seen since 2005
as a goal for the European Federation. Salvati Copiii was invited
at an EU US Summit in Buonas in October 2005 at the occasion of
which the President of the European Federation asked Salvati Copiii
how a centre could be developed in Romania. The answer was that
some funding was needed. In the following months, possibilities
for funding were examined by the President of the European Federation
and a task officer was sent to Romania to investigate what support
could be offered. A contact was established with the Romanian
Authorities, the ICMEC Board Member in Romania and the Director
of Salvati Copiii Romania, associated member of the European Federation.
A proposal for an operational centre was developed under the umbrella
of Mrs. Geoana and Mrs. Coman was presented a co-ordinator for
the project. Throughout these developments, we have insisted on
the importance of establishing a good co-operation between the
new Centre and Salvato Copiii.
We
regret that our e-mail of 31/01 was interpreted in a way that
suggests accusations from our side towards Romanian organisations,
which was not our intention at all. Both the Childoscope and the
development of a new centre are constructive efforts which have
been received positively by the actors involved and have as a
sole purpose to help missing and sexually exploited children.
