2001 - The Werkgroep Morkhoven, organisation that has started dismantling paedocriminal networks in 1988, is chocked that Child Focus claims the seizure of 15m³ of child pornography in Namur at Jacques Delbouille', is the results from an anonymous denunciation to their services. It acts of the five years investigation, whose result were recorded in the official report 8257/O1 at Neufchâteau, as related to the Dutroux file.
March 4 2OO1, via the lawyer Patricia Vandersmissen, the Werkgroep Morkhoven made an official complaint to Prosecutor Bourlet of Neufchâteau; forwarding him a detailed file and 21 CDs, where appear of tens of thousands of photographs of pornography of children, discovered in the balneal town of Zandvoort in Holland.
Marcel Vervloesem, the principal investigator of Werkgroep Morkhoven, was heard by the cell of Neufchâteau during several weeks, to explain the many ramifications of the network, in Belgium, as well as abroad and the official reports were written on the spot. Among the evidence that particularly interested Prosecutor Bourlet, who instructed the Dutroux case: the address book of the network, which included Jacques Delbouille, a former grave-digger and candidate Ecologist to the communal elections. Member C.R.I.E.S., network of prostitution of children, and close to Bernard Weinstein, a murdered accomplice of Dutroux, illiterate and for whom he wrote the mail.
The Law Court of Neufchâteau has asked the Werkgroep Morkhoven to maintain the secrecy on the contents of hearings to the media or others, to allow the good course of the investigations. The Attorney General Anne Thilly then ordered the Prosecutor Bourlet to transmit the complete file to the Court of Turnhout for "further information". Mr. Decroly, member of the Chamber of the representatives had, on May 8 2OO1, transmitted his deepest concern. He feared, as it wad already done when the Werkgroep Morkhoven had forwarded the first CD of Zandvoort to the authorities, that the court of Turnhout would use the it for the sole purpose of prosecuting the messenger: Marcel Vervloesem.
The Werkgroep Morkhoven had just sent several faxes to the Royal Palace, complaining of the absence of result in the fight of child pornography and trafficking in Belgium. In answer, Child Focus has taken the seizure of 15m³ of child pornography to its benefit, without being able to claim that it acts of an accident, since information was not rectified. This new born organisation (1998), has thus taken for a personal publicity campaign, the researches related to a dossier constituted ten years before the registration of its own statutes, without thinking it was gave the possibility to the members of the paedocriminal network to prepare dissimulating evidence.
No one understands the favours of the Royal Palace towards Child Focus, and its negligence of other Belgian associations, which work on the ground since many years without means. This centre wants to be prestigious by showing a waltz of millions, which is considered bad taste, since their fellow-members, even Werkgroep Morkhoven and in spite of the written congratulations of the King Albert II for its work, are deprived of subsidies. Le Werkgroep Morkhoven wonders who has invited the Royal Palace to privilege this organisation, to the contempt of the seniors and why.
At present Child Focus, which was a hope for much, is prone to many criticisms. The centre does not announce disappearances of children to Werkgroep Morkhoven, whereas the recognition of the international press for its work against the paedopornography and the networks, the organisation has contacts that a new born fellow organisation could not have.
Several volunteers were shocked to discover that they were looking for children who had been found, without Child Focus informing them that the file was closed. The Centre would also omit to warn its staff of congress in the field, according to An, one of their member.
This behaviour generated rumours, indicating that this centre would be a "filter" for well defined people and services.
The sexual exploitation of children does not stop increasing and Internet is flooded of child pornography. A project as prestigious as European Centre for missing and sexually exploited children may not bring a solution, neither to Belgium, nor to Europe, if Child Focus cannot respect the work of colleagues.

In 1995, Jacques Delbouille wrote to the Prosecutor Connerotte, that a suspect man photographed the children by furrowing his village, Hantes Wiheries in Belgium, in white Mercedes registered in France. He then associated this Mercedes the kidnapping of Elisabeth Brichet, aged 12 years at the time.

In 1998, the Zandvoort file had revealed Delbouille, but the Court of Turnhout had not taken any measure, beside prosecution Marcel Vervloesem, for having laid hand on the material. In 2001 only, when the association forwarded the material to the Prosecutor Bourlet, pretence of investigation leads to the discovery of 15m³ of child pornography at Delbouille.
Delbouille assured that the child paedopornography was actually only political files of its association and that the police force confused his homosexuality with paedophilia. He rose by saying that he had only written mail for Weinstein, partner in crime to Dutroux, owing to the fact that he was a public writer, but he was unaware at the time, of his disordered friendships.
Delbouille ensures that Michel Decre - implied in the case - is the innocent victim of his past, whereas he has "just" raped a boy younger than 16 years. He is shocked to have seen this criminal ruined for that. A notable of Namur would have benefited from the support of the vice-president of the court, who testified in his favour, according to him. The police had then seized hundreds of thousands pornographic pictures, of which 2% of children at a man of Sambreville and that he estimates of a volume of approximately 1/2m³. This thus represents at least 4000 child abuse, thus 4000 crimes.
During this time, Raymaekers and Focan - two hyperactive paedocriminals are imprisoned and heavily condemned for production of child pornography and rape. Belgium starts an investigation with seizure, destruction of seizure, opposition to the destruction of seizure and excavation of prison cell. The cassettes of child pornography will be destroyed on the basis of European law on the protection of the private life, which limits the conservation of personal data to the duration of the inquiry. Only one victim had been identified. Copies of these cassettes may thus be found everywhere in paedophiles circles, but more at the police!
Raymaekers and Focan said Elisabeth Brichet had been kidnapped by Nihoul, partner in crime to Dutroux, in a white van that had repainted in blue, and that he would have killed her by accident, whereas he intended her to a network prostitution paedophile to Hamburg, in Germany.
Focan ensured to have buried two missing children: Elisabeth Brichet and Ken, the brother of Kim who was found assassinated in the port of Antwerp, after having passed in one of the Zandvoort child pornography studio: the X-Kiss. But nothing linked Focan with the Zandvoort network or its "X-Kiss" branch, at the time specialized in homosexual child pornography.
To believe these criminals, it was the great massacre, but none of them ever mentioned Fourniret: the "Forester of the Ardennes", who acknowledged ten murders, among which that of Elisabeth Brichet that Focan had pretended to burry. Fourniret will be linked to Zandvoort, in the measure that he admitted having murdered Isabelle Laville, missing from Yonne in France. As two other missing girls from Yonne were found in the file, presumes Fourniret in contact with the network.
The only criminal, who had given useful information, although not exploited, was thus Delbouille, living this village Hante Wiherire, located at 118 kilometres of the castle of Fourniret. But Marnette, a police officer friend of Nihoul, had given credit to Focan, when he ensured that Ken and Elisabeth rested in a gallery of closed down mine, not far from marsh and feather-grasses, where other children would also have been buried. It had started gigantic excavations. This was expensive powder in the eyes of Belgian people for nothing. The most perfect hypocrisy, since the X-Kiss now works via Internet, without it bothering any one of the political or judicial world.

Des centaines de milliers d'images pédophiles, des vidéos pornographiques : le parquet de Namur estime que les quatre suspects, arrêtés dans la plus grande discrétion entre le 14 et le 19 septembre 2001, pourraient faire partie d'un réseau plus vaste. L'enquête avait commencé grâce à une dénonciation anonyme reçue chez Child Focus, le centre s'occupant des disparitions d'enfants. Une perquisition menée chez un habitant de Sambreville permit de découvrir des images à caractère pédophile. Ce premier suspect affirmait agir pour le compte d'un habitant d'Hantes-Wihéries, Jacques Delbouille, 61 ans, un ancien fossoyeur qui fut aussi candidat Ecolo aux élections communales.
Chez lui aussi, les enquêteurs, accueillis par Delbouille qui brandissait une épée, avaient mis la main sur des images à caractère pédophile, mais il était parvenu à mettre à l'abri une partie de ses collections. Les enquêteurs avaient également été confrontés dans la cave du sexagénaire à deux cercueils recelant les cadavres... de deux de ses chiens. Delbouille est un étrange personnage. Ecrivain public, on lui prête des relations avec Bernard Weinstein, complice assassiné de Dutroux, qu'il aurait aidé à rédiger plusieurs lettres et formulaires administratifs. Il est membre de l'Eglise hinschiste, secte discrète, et a créé, il y a quelques années, le « Syndicat professionnel des minoritaires évangéliques, calvinistes, juifs et islamiques » dont l'objet social semble pour le moins confus.
Delbouille, dont le casier judiciaire ne révèle qu'une condamnation pour rébellion à l'encontre de gendarmes, avait été placé en détention préventive durant cinq jours dans le cadre de l'affaire du Cries, ce réseau de prostitution enfantine démantelé en mars 1987 et qui avait éclaboussé le comité belge de l'Unicef. Le scandale du Cries est également intimement associé à l'une des quatre autres personnes arrêtées à Namur. Michel Decré, 50 ans, de Bruxelles, avait été condamné par la cour d'appel de Bruxelles à 7 ans de prison. Il était l'un des organisateurs de « soirées spéciales » où les enfants prostitués du Cries apparaissaient.
Au total, l'ensemble des perquisitions menées par les enquêteurs namurois a débouché sur la saisie de plus de 15 m³ de photographies, de cédéroms, de cassettes vidéo et de photos Polaroid. Sept enquêteurs sont actuellement affectés au visionnage de l'ensemble de ces documents. Un travail pénible : les vidéos sont ainsi celles de documentaires ou de films banals, où les images pédophiles apparaissent à la fin des séquences.
Le procureur du roi, M. Visart de Bocarmé, et le substitut Macq ont précisé lundi que les quatre mandats d'arrêt avaient été décernés en vertu de la nouvelle loi qui sanctionne la possession et la distribution d'images à caractère pédophile. Pour l'instant, les inculpés ne le sont que pour « pédophilie passive ». Il n'y a pas d'attentat à la pudeur retenu à leur charge. C'est d'ailleurs sur la base de cette perversion passive que la chambre du conseil de Namur a ordonné, dans les cinq jours, la remise en liberté des quatre hommes. Le parquet a interjeté appel et ils restent donc en prison.
Il nous faut remonter le plus loin possible dans la filière et punir sévèrement les consommateurs de telles images, a dit le procureur du roi. Car c'est l'existence de ce marché qui est responsable de la maltraitance des enfants.
L'enquête est loin d'être terminée. Ce lundi, encore d'autres perquisitions devaient avoir lieu.
Découverte d'un trafic d'images : quatre personnes sous les verrous. Un réseau?
NAMUR Tout avait commencé par une dénonciation à Child Focus. Un coup de téléphone anonyme accusait un habitant de Sambreville. Une perquisition confirmait le fait et conduisait les enquêteurs à Erquelinnes chez Jacques Delbouille, 61 ans, marié et père de famille, fossoyeur à la retraite.
Celui-ci avait eu le temps d'évacuer une partie de ses collections mais il en restait suffisamment pour convaincre les enquêteurs qui, dans la foulée, faisaient une autre découverte peu banale : deux petits cercueils blancs qui faisaient craindre le pire mais qui ne contenaient finalement que les restes de deux chiens.
M. Delbouille aurait des croyances particulières qui l'amènent à certains comportements originaux. Il est cependant apprécié par son voisinage et donne des consultations juridiques. Il a été condamné un jour pour rébellion, après avoir pointé une arme sur les gendarmes. Cette fois, il les avait accueillis un sabre à la main.
Des perquisitions ont encore eu lieu, à Gembloux et à Bruxelles, chez les deux autres personnes arrêtées. L'une d'elles est Michel Decré, 50 ans, qui avait été condamné à 7 ans de prison dans l'affaire du Cries. Au total, on a saisi plusieurs centaines de milliers d'images pédophiles sur divers supports (photographies, CD-Rom, cassettes vidéo). Un volume de 15 m3!
Ces documents mettent en scène des enfants, posant seuls ou avec des adultes. Certains sont très hard. Il faudra s'assurer que les photos Polaroïd ne sont bien que des photos de photos et n'ont pas été prises directement par les inculpés eux-mêmes. Il faudra aussi détecter toutes les images pédopornographiques figurant sur les cassettes, parfois de façon subliminale, parfois à la fin d'un documentaire ou d'un film. Sept enquêteurs s'y consacrent.
Le procureur du Roi Visart de Bocarmé et son substitut, M. Macq, considèrent qu'il s'agit d'un réseau, fonctionnant de façon très organisée et dont on n'a peut-être pas encore pris toute la mesure. D'autres perquisitions vont suivre. En effet, certaines ramifications restent encore à explorer. Mais à ce stade-ci de l'enquête, on ne peut parler que de pédophilie passive, d'un trafic d'images que punit la loi sur la détention et la distribution de ce type de matériel. Pour M. Visart, les quatre personnes sous mandat d'arrêt sont cependant des pédophiles invétérés. Le parquet a fait appel de leur libération par la chambre du conseil.
