Sexual abuse signs on children: imagination or reality?

A European legislation is necessary to define the duties of justice towards the victims and to arrest the criminals, so as to bring a unilateral change, independent of the respective priorities of twenty-seven EU countries, say the Italian scientists expert in the sector.

IAD BAMBINI ANCORA of Milan, directed with an iron hand in a velvet glove by Maria Benigno Bruni, joined a summit of European experts to expose the facts constitutive of evidence of child sexual abuse and to discuss practices as regards repression of the paedophile criminality. Researchers, paediatricians, doctors, psychiatrists, lawyers and organisations active in the search of missing and sexually exploited children in Europe met in Milan, the 8, 9, and 10 June 2007.

The debate opened on the importance of the right to exact information, without the local authorities and the press turning the paedophile criminality into show business. The statisticians explained the extent of the phenomenon. The children victims of sexual abuse are estimated at hundred million in the world, including thirty million in the United States. These datas are just the visible part of the iceberg.

The scientists showed with pictures that evidences of sexual abuses are counted per hundreds, from the lesions to sexually transmitted diseases. In England, explained the eminent Professor Hobbs, the law obliges any doctor to warn the police of the least suspicion of abuse on a child. The presumed victim, his or her siblings, parents and their close relations must then pass a complete medical examination, of which for detection micro-organisms that only cling to hairs and not to hair, and thus when found on an abused child, make it possible to identify the abuser.

The rights of the child do not exist, explained the lawyer Andrea Coffari. The laws are intended to adults and not to children. They allow a judge to make a decision contrary to the request of a child, without obligation to a justification, which leaves place to arbitrary modes, therefore to the denial of rights.

The magistrate Pietro Forno spoke of the Outreau case, to justify the importance of avoiding miscarriages of justice. He was obviously unaware of the imprisonment of a handicapped man, shown to have inserted a bread rod in behind of an eleven year old boy, whereas his physical balance was so fragile that any three year old child could make him fall. The French prosecutor nevertheless had considered the other charges being credible; what destroyed lives innocent people, victims of "miscarriages of justice".

How come Belgium is so corrupted as regards of child trade, asks in first the Italians

Passionate, vibrating of emotion, of anger and outraged by lack of means given to child protection, the Italian associations welcomed the Foundation Princess of Croÿ and Werkgroep Morkhoven of Brussels with enthusiasm. The questions are relevent of Belgium's reputation on the native land of the Queen of the Belgians:

- How is Marcel Vervloesem? Are you in constant danger?

- Currently, it is mainly a question of making our lives impossible, in full contravention with all the European laws. Our electricity has been cut during five months, our gas for one month; we cannot obtain the right by legal way to repair a hole in our roof for five years, etc...

- That is pure Mafia, exclaimed Elizabetta Gagliardi, psychologist and niece of the famous Dr. Giorgio Gagliardi.

- In Italy, the Mafia does not bother us, explained Maria Benigno Bruni. There is a paedo- Mafia which tries to destroy the organisations.

- In Belgium, the civil protection of childhood has become a cemetery of three hundred White Committees, who did not survive the attacks...

- It is true that there is nothing any more in Belgium. It seems to us that you are the only ones able to remake a cohesion, answered professor Bruni.

 

The psychiatrist who saw the Werkgroep Morkhoven and ran away

All were delighted to introduce Dr. Adriaensen to us, but he ran away in a taxi without saying goodbye to our hosts. The mystery of this behaviour is deep in Flanders, so tiny that only five psychiatrists, among wich Peter Adriaensen, had been enough to monopolize the right to talk and distinguished themselves at the time from the "Goed Engels" (good angel) paedo- criminal case in 1989.

The Werkgroep Morkhoven had obtained a legislation on the use of the isolation cells in psychiatry. Dr. De Boutte had been appointed at the direction of the psychiatric institute for children. Dr. Cosyns had issued that there had been no abuse. The isolation cells were renamed "thinking rooms", the doctors refuted the application of the law under pretext that it was too much administrative work and the supervising authorities did not react to the complaints.

The Werkgroep Morkhoven had then taken back street action, distributing pamphlets asking the people of Antwerp to take at heart the fate of those children locked under conditions which frightens the multi-recidivists prisoners. Dc. De Boutte, supported by this "intelligentsia" that includes Dc. Adriaensen, was red of anger. He howled at Jan Boeykens, writer of the pamphlets, that he was "a psychiatric case".

Bob Cools, then Burgomaster of Antwerp, started by demanding that the pamphlets distributors carry a waste paper basket to collect the pamphlets likely to be thrown in the street. The Werkgroep Morkhoven found more convenient to take buckets, which the activists wore as hats, then to take a wheelbarrow for all. The town of Antwerp then issued a prohibition to distribute pamphlets and Dr. De Boutte filed a formal complaint against Jan Boeykens for slandering.

Marcel Vervloesem brought approximately two hundred pages of official reports and testimonies on children that had got out of these isolation cells with broken arms and the legs but also of a five year old girl who had died in an isolation cell. The distinguished Belgian justice closed the case under pretext of regulation, preventing that the distinguished psychiatrists would have to explain of how did these arms and legs broke, or of what did the little girl had died and the distinguished Flemish press silenced the case.

It is thus reasonable to suppose that Dr. Adriaensens flew away when he saw Jan Boeykens' success, of fear to be lynched by boiling Italians.

Professor Hobbs and the team of British doctors found the Belgian situation particularly amusing

- OH MY GOD: you still use isolation cells in Belgium?

The new isolation cells provide a toilet, for when the child is not attached to the bed in a strait jacket. The walls are covered with rubber, which costs a fortune apparently, but enables to prevent that they break their arms and legs, or that they die.

- In England, we fear that our obligation to warn the police of any suspicion of child abuse makes our patients fear to speak. Could the Belgian principle of confidentiality between the doctor and the patient be more favourable, asked Dr. Jean Price.

- Bless your luck! In France, Dr. Catherine Bonet was prosecuted and prohibited to practise medicine during two years; under pretext she had broken the medical secrecy by reporting the rape of a child.

- OH MY GOD! But what is the procedure in Belgium?

- There is none. In 2002, I reported a case of six children, tortured and victims of sex brain-wash, without any reaction of justice. Five months later, the children were covered with cigarette burns. I took them to an emergency service. The doctors prescribed the examinations of their livers, because their tongs were green and facts showed that they had been poisoned. The judge of youth gave me their custody. The social services left me alone with them, without even sending us paediatrician.

- OH MY GOD! It would be impossible in England!

- In Belgium, justice is very severe with isolated predators, but catastrophic as soon as there is a network.

- We noticed that with the Dutroux case, said Dr. Amanda Thomas while laughing.

- What has happened to him, asked Professor Hobbs.

- Dutroux is in a pretty little private cell, with a computer and a television, to prevent murder attempts on him by other prisoners. A prison warder photographed him as he was making coffee with his private percolator. He was fired for serious professional misconduct, prosecuted and accused of having intruded in Dutroux' private life!

- OH MY GOD!

 

Knoweledge of EEC efforts

None the people present knew of Childoscope, the study carried out by Childfocus at the request of the Council of Europe, to be advised on the European organisations, active in the search of missing and sexually exploited children. This seems to be explained by a divergence of opinion.

Indeed, Childoscope recommends in its book "Cooperation between civil society organisations and law enforcement services in the area of missing and sexually exploited children", the prohibition of the collecting data on paedophiles, on the basis of the European recommendation R (87) 15. "Paedophilia is a psycho-medical term indicating a certain sexual nature (sic!), and thus it is not a crime in itself", they explain. It would also act of an "expression of nature". (Page 34)

The historians assure on the contrary that the word paedophilia derived from "pedophilia erotica" used by Richard von Krafft-Ebing in 1886 in his book "Psychopathia Sexualis" and became in fashion at the time of the sexual revolution of May 1968.

Doctors and psychologists assure that paedophilia is a sexual deviance and that it is imperative to differentiate it from paedophile criminality, especially when it acts of sexual exploitation of children, even if the traffickers rape the children to accustom them to prostitution before putting them on the market.

The lawyers point out that at the origin, the recommendation aimed at prohibiting the collection of personal data on automatic files, identifying the people for example, as a black, Jew, homosexual and communist. It never has been question to allow paedophile criminals to file complaints for violation of their private lives concerning their sexual nature, against those who show them for raping children.

In short, the dream of these organisations is that the Council of Europe study various recommendations, of which in priority:

- That all European doctors be obliged to report any suspicion of child abuse;

- That all the reports of suspicion of child abuse are prone to an obligation of a medical examination of all the family and people close to the alleged victim;

- That all cases of suspicion of child abuse be object of a fair trial and a justified judgement;

- That every complaint for non-assistance to a minor in danger be object of a fair trial and a justified judgement;

- That sexual exploitation of children, including the trade of pictures representing child pornography or tortures, is recognised as a crime against humanity, and thus become subject to imprescriptibly in time;

- That all the European police services are indebted to forward each complaint related to child abuse to a European office of statistics, so as to provide a visibility on the extend of the phenomenon;

- That EU opens in each country of the Union, an office allowing the citizens to communicate images of child pornography and act of cruelty on children, without incurring prosecution.
